Easy off oven cleaner (for cold ovens), I've read.

But some controversy on that suggestion. Also read that nail polish remover or any acetone-based cleaner works.

4 ought steel wool will do just fine, won't scratch the chrome either.

We just started making a new product for Harleys to protect the boot and the pipe and prevent this problem. Here it is with the Two Wheel Michigan member discount: Boot Shield. We also produce it in Gloss Black and Matte Black.

Take 'er out on the road and run like hell 'til the pipes glow a dull cherry red..
