For Windows. (Gas Man and RedneckMedic, move along, yall are mac Zombies....)

Its a very complex tool similar to Photoshop, but it also has dozens of filters and effects that are very easy to apply.

Some examples below. Keep in mind that all of them are adjustable, so the ones below are very much in your face, but they can be adjusted to be more subtle and of course combined as well.

Yeah Kosher, I've been using paint.net for years. It works pretty good.
